New tariffs for Ukrenergo for 2025: what is known and what will they affect

The NEURC has approved an increase in the electricity transmission tariff to UAH 686.23/MWh starting in 2025. The tariff for dispatch control was reduced by 5% to 98.97 UAH/MWh.

The National Energy and Utilities Regulatory Commission (NEURC) has decided to increase the electricity transmission tariff to UAH 686.23/MWh starting in 2025, UNN reports .

On December 19, the National Commission decided to raise the electricity transmission tariff to UAH 686.23/MWh.

This is the first decision in four years that takes into account almost the full scope of Ukrenergo's special responsibilities, said the company's CEO Oleksii Brekht.

In addition, according to him, due to the critical underfunding of tariffs, Ukrenergo did not receive about UAH 60 billion, which led to a debt of almost UAH 40 billion.

The tariff for transmission services for renewable energy companies in 2025 will be UAH 359.55/MWh. The tariff forecast takes into account the expected volumes of electricity supplied by “green” producers under the feed-in premium mechanism, as well as the costs of Joint Allocation Office (JAO) services. The projected volume of electricity transmission for the next year is 98.652 million MWh, and the share of the transmission tariff in the final cost of electricity for non-household consumers may reach 10%.

At the same time, the tariff for dispatch management services was reduced by 5% compared to 2024 and set at UAH 98.97/MWh.

The regulator also approved new tariffs for electricity distribution.

Importantly, back in April 2024, the NEURC planned to consider a decision to abolish the price caps on the electricity market, the so-called “price caps,” on the day-ahead and intraday markets.

However, this proposal was later abandoned, and instead the regulator raised the price caps for electricity on the day-ahead and intraday markets starting June 1, 2024. At that time, price caps were increased by 20% in the evening, and more than doubled at certain hours at night.

The current price caps are valid in the following time periods: from 00:00 to 07:00 - 5.6 thousand UAH/MWh, from 07:00 to 11:00 - 6.9 thousand UAH/MWh, from 17:00 to 23:00 - 9 thousand UAH/MWh, from 23:00 to 24:00 - 6.9 thousand UAH/MWh.

The minimum price ceiling is 10.00 UAH/MWh;

Price caps on the balancing market, as specified in the May resolution: from 00:00 to 07:00 - 6.6 thousand UAH/MWh; from 07:00 to 17:00 and from 23:00 to 24:00 - 8.25 thousand UAH/MWh, from 17:00 to 23:00 - 10 thousand UAH/MWh. The minimum price ceiling is 0.01 UAH/MWh.

The company says that the change in price caps does not affect the cost of electricity for households, but may lead to an increase in the cost for businesses.
