New rules for power outages: Ukrenergo explains how it will work

“Ukrenergo is introducing unified rules for power outages for all regions of Ukraine. Each schedule queue will be divided into two sub-queues, with up to 30 minutes for switching off and on.
The instruction approved by the Ministry of Energy on the preparation and application of hourly power outage schedules will establish the same principles of power outages for all regions.

Details
To establish the same principles for the application of hourly blackout schedules for the population in all regions. This is the purpose of the updated “Instruction on the preparation and application of hourly power outage schedules” approved by the Order of the Ministry of Energy of Ukraine No. 439 of 27.11.2024
Ukrenergo noted that for residential customers, each stage of the outage schedules will be further divided into two sub-stages to ensure a more accurate and even distribution of restrictions between regions and within each region.
For example, if the de-energization of one queue is too much, the dispatcher can give a command to de-energize 0.5 queues, or 2.5 queues if 2 queues are too few
Also, up to 30 minutes will be officially allocated for de-energizing and re-energizing subscribers.
The schedules of hourly outages in all oblasts will be unified, in compliance with the principles of uniformity and fairness. Each group of consumers in each region, as determined by the distribution system operator (oblenergo), will receive a clear time when restrictions will be applied to them. Taking into account the most equitable distribution by day/night, weekday/weekend criteria
Control over the application of power limitation schedules for industry is also being tightened.
If companies do not comply with the command to apply capacity restrictions, distribution system operators (oblenergos) must independently apply emergency shutdown schedules to those consumers connected to their networks.
And the transmission system operator should apply the schedule of emergency outages to those consumers who are connected to the trunk power grids.

The Ministry of Energy of Ukraine has amended the procedure for applying schedules of stabilization blackouts. In particular, the schedules are divided into 6 equal queues, which must be maintained in the amount of at least 12.5% of the total consumption measured on the last day of operation.
