Changes to the legislation on martial law are needed to hold local elections. The decision rests with the Verkhovna Rada, which will determine the list of communities where elections are impossible.

To hold local elections in Ukraine, it is necessary to amend the legislation on martial law. The last word on this issue rests with the people's deputies, said Serhiy Dubovyk, Deputy Chairman of the Central Election Commission, answering a question about the possibility of holding local elections on October 30 this year on Novyny.LIVE, writes UNN.

Today, the legislation of Ukraine on martial law is in force, which directly prohibits any type of elections. That is, it is necessary to change the legislation on martial law. As for the possibility of holding elections, our territory is under constant fire damage, and we do not know where the aggressor country will want to use its ballistic missiles - in Kryvyi Rih, where a tragedy recently occurred, or will this strike be launched on Ivano-Frankivsk or Uzhhorod?
Dubovyk also reminded that the Verkhovna Rada had previously decided that it was impossible to hold elections in the temporarily occupied territories. He stressed that the last word on this issue remains with the Verkhovna Rada.
As for the places where elections are held, it was the same before - the Verkhovna Rada decided that it was impossible to hold elections in certain territories. In particular, the legislation states that no elections of any kind are held in the occupied territories. After that, the election process began, including local elections. Therefore, the word rests with the politicians, the word rests with the people's deputies
He also added that if the Verkhovna Rada decides to hold elections, they will take place, but a separate list will be drawn up of communities where it is impossible to hold them - occupied or too close to the front.
It will be a list of communities, if there is such a resolution of the Verkhovna Rada, in which elections will not be held. Because if they are appointed, they are held. But not in the occupied territories, not in the front-line zone. The question should be put this way. But all this is impossible until martial law is in effect

Earlier, The Economist wrote that presidential elections could be held in Ukraine as early as the summer of 2025. At the same time, the current head of state Volodymyr Zelenskyy is planning to take part in them. In turn, the BBC, citing its sources in the government and the Presidential Office, reported that meetings on the organization of elections in Ukraine after a complete ceasefire in the summer did not take place.
