Japan's Defense Minister stated the need to strengthen Hokkaido's defense due to the actions of Russia and China. There are plans to deploy long-range missiles at the bases.

Defense Minister Koizumi visited Japan Self-Defense Forces bases in Hokkaido and stated that, amid Russia's intensifying military activities in the Far East, it is crucial to maintain an impeccable defense system in Hokkaido. This was reported by NHK, according to UNN.

On the 23rd, Defense Minister Koizumi visited the Ground Self-Defense Force's Makomanai Base in Sapporo, and then traveled to the Air Self-Defense Force's Chitose Air Base in Chitose City. There, he visited the unit responsible for scrambles—emergency fighter jet takeoffs in the event of a threatened airspace violation—and offered words of encouragement to the service members.
Afterward, Koizumi told reporters:
"Russia continues its active military activities in the Far East, including the Northern Territories, and this is a cause for serious concern along with its strategic cooperation with China. Even as the importance of strengthening the defense of the southwestern regions grows, Hokkaido remains a vital region, and it is necessary to continue maintaining an impeccable defense system here."
Journalists also asked him about the timeline for deploying long-range missiles at the Kamifurano base, which could be used as a "counterstrike capability" for attacks on bases in other countries.
In response, Koizumi said:
"The specific timeline is currently under consideration. Once a decision is made, we will inform local residents in advance and in an appropriate manner."
