The Solomianskyi District Court of Kyiv has begun hearing motions to impose pre-trial restrictions on the heads of a defense enterprise suspected of negligence in the case of ammunition depot explosions in Vyshneve following a Russian missile strike. The hearings are being held behind closed doors due to the sensitive nature of the facility and criminal case materials, reports a UNN correspondent.

Currently, the court is considering a motion to impose a pre-trial restriction on Ruslan Kuchynskyi, the production director of the Joint-Stock Company "Aircraft and Rocket-Space Engineering Company." According to his declaration, he held the position of production director at this enterprise. The court is reviewing the cases of the defendants one by one.

Recall that on July 16, Prosecutor General Ruslan Kravchenko announced the detention of the general director of a defense sector enterprise and his deputy. They have been notified of suspicion under Part 2 and Part 3 of Article 367 of the Criminal Code of Ukraine — negligence resulting in grave consequences and loss of life. The prosecution is asking the court to impose a non-alternative pre-trial restriction of custody for both. The officials have also been dismissed from their positions.

According to the investigation, on the night of July 6, Russian troops struck a depot of the enterprise in Vyshneve, Kyiv region, with a 9M723 ballistic missile of the Iskander system. After the impact, a large-scale secondary detonation of ammunition began, lasting several hours.

As a result of the explosions, seven people were killed and 29 others were injured. Over 600 residents were evacuated, and residential buildings across an area of about 13 hectares were damaged.

As reported by the Office of the Prosecutor General, the investigation established that a significant amount of ammunition was stored in premises that did not meet safety requirements, lacked necessary permits, and were not intended for long-term storage of such items.

Furthermore, according to the investigation, the placement of such a depot near residential areas contradicted legal requirements, government regulations, and decisions of the Supreme Commander-in-Chief's Staff. The distance from the enterprise's fence to the nearest buildings was about 24 meters, and to one of the private houses — less than 18 meters.

According to Prosecutor General Ruslan Kravchenko, the Russian missile strike was the root cause of the tragedy, but the scale of the secondary detonation and its consequences were due to neglect of safe ammunition storage rules.

Currently, investigators are establishing the full chain of officials who approved the placement of ammunition, were responsible for its safe storage, and were supposed to monitor compliance with safety requirements. Law enforcement officers are also checking the version regarding possible Russian intelligence influence and a likely leak of information about the depot's location.
