CCD reports intensification of Russian manipulation campaign regarding labor migration in Ukraine

Russia is spreading fakes about the mass involvement of foreigners to divide society. In the first four months of 2024, only 3.2 thousand work permits were issued.

The Center for Countering Disinformation (CCD) has announced the continuation of an information campaign regarding labor migration in Ukraine, which, according to the agency, bears signs of a Russian disinformation operation. This was stated in a CCD report, according to UNN.

The Center noted that the topic of labor migration "contains elements of artificial interference and the dissemination of narratives aimed at splitting Ukrainian society." According to the CCD, the spread of generated content through bot-account networks has been recorded.
The CCD reported attempts to incite xenophobia
The agency emphasized that through "exaggeration and emotionally charged messages," attempts are being made to instill fears in society regarding "population replacement" and to provoke xenophobic sentiments.
At the same time, the CCD refuted reports of the alleged mass recruitment of foreign workers. According to the Ministry of Economy, only 3,200 work permits for foreigners were issued in the first four months of 2026. For comparison, in the pre-war period, about 22,000 permits were active in Ukraine, and in 2025, 9,500 were issued or extended.

They also added that such information campaigns are aimed at "splitting Ukrainian society, discrediting state policy, and creating an atmosphere of mistrust."
