Admission-2026: Ministry of Education and Science explains how the priority system for bachelor's and master's degrees will work

The Ministry of Education and Science of Ukraine explained to applicants how the priority system will work during the 2026 admission campaign for bachelor's and master's programs. Applicants will be able to submit up to 10 applications through their personal account on the website vstup.edbo.gov.ua, but each application will need to have its priority assigned, reports UNN.

As explained in the Ministry of Education and Science's informational video, the priority system helps applicants indicate which higher education institutions and specialties are most desirable for them.

Priority is determined by a number: 1 means the most desired option, 2 — the next choice, then third, and so on up to the tenth application. That is, the applicant themselves forms the order in which the system will consider their applications.

The Ministry of Education and Science emphasizes that the order of submitting applications does not necessarily have to coincide with their priority. For example, the first application submitted could have priority 10, and the last one could have priority 1.

At the same time, priority does not add competitive points and does not replace competitive selection. It only fixes the order in which the system will process the applicant's applications.

So, if an applicant most wants to study robotics, but also considers biomedical engineering and electronics, then for robotics it is worth choosing priority 1, for biomedical engineering — 2, for electronics — 3.

If an applicant is most interested in robotics, but considers different forms of study, for example, budget and contract, then the first priority could be for robotics on a budget, and the second — for the same specialty on a contract.

Important

After an application receives the status "Registered in the educational institution," it will be impossible to change the order of priorities.

The Ministry of Education and Science advises applicants to carefully plan their choice and be sure to check the status of submitted applications in their personal electronic account.

Reminder

From July 1, registration of electronic accounts for applicants has started in Ukraine. The admission campaign will last until October 15, and for foreigners — until November 1.
