The president called on the government, the Verkhovna Rada and veterans to prepare proposals on a Veterans’ Code and the digitalization of services. The Ministry of Veterans Affairs identified five priorities for 2026–2027.

President of Ukraine Volodymyr Zelenskyy called on the government to consider developing a Veterans’ Code, as he stated at the 9th International Veterans Forum, UNN reports.

"Veterans deserve separate legislative attention and special respect. And this should concern not only veterans, both men and women, but also veterans’ families. Unfortunately, this is not yet fully reflected in state policy and the activities of communities. But a veteran’s family, the family of our fallen soldier, the family of a missing person, the family of a prisoner of war — families must be full-fledged subjects of veterans’ policy," the President noted.

I ask the Government of Ukraine, together with the Verkhovna Rada and the veterans themselves, to prepare relevant legislative proposals. And perhaps, if there is such a need — and so that there is appropriate respect at the legislative level — perhaps it would be worthwhile to codify the legislation concerning veterans and adopt a Veterans’ Code. I ask both government officials and parliamentarians to discuss this with the veterans’ community and provide feedback on it

It is necessary to digitize all processes for veterans and simplify the receipt of services and documents. There must also be clear and professional training for all institutions, including veteran assistants and other specialists, the President added .

At the same time, Prime Minister Serhii Koretskyi said that he "called on the veterans’ community to delegate its representative to serve as an adviser to the Prime Minister. This is important so that veterans are directly involved in shaping state policy".

Today, the new head of the Ministry of Veterans Affairs, Vitalii Kim, presented the priorities of veterans’ policy for 2026–2027. He said that "five work priorities have been identified: state support, commemoration and remembrance, the transition from military service to civilian life, health and recovery, economic independence and new opportunities." "For each of them, we will implement key projects — with clear requirements for their implementation and performance indicators," the minister noted.
