UNESCO to apply 'special monitoring' to Kharkiv's Derzhprom for the first time: ombudsman explains why it is important

For the first time in history, UNESCO will use a “special monitoring” mechanism to assess the damage to the State Industrial Complex in Kharkiv. This will help to record the damage, determine the scope of restoration work and hold Russia accountable.
For the first time, the UNESCO 'special monitoring' mechanism will be applied in Ukraine to the House of State Industry in Kharkiv. Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets explained why this decision is important and what opportunities it opens up, UNN reports.
Context
At the 19th meeting of the UNESCO Committee for the Protection of Cultural Property in the Event of Armed Conflict , an important decision was made. It concerns the use of the mechanism of "ad hoc monitoring" in Ukraine on an emergency basis in relation to the House of State Industry in Kharkiv.
Mr. Lubinets emphasized that Ukraine was the first country to use this mechanism.
According to him, this will allow it:
- fully record the damage caused to the cultural heritage site;
- will help determine the scope of work required for restoration;
- will help to resolve the issue of bringing the aggressor country to justice for the destruction of Ukraine's cultural heritage.
