Ukraine intends to introduce a gradation of fines for speeding and will strengthen penalties for systemic offenders. Additionally, the movement of electric scooters will be regulated.

Deputy Prime Minister Yuliia Svyrydenko reported that she has received the first proposals for improving road safety. It is proposed to introduce a gradation of fines depending on the level of speeding and to strengthen liability for systemic offenders. Svyrydenko reported this on Telegram, UNN reports. 

I have received the first proposals for improving road safety. Together with the Minister of Internal Affairs and government officials, we discussed draft amendments aimed at increasing road safety. It is proposed to introduce a gradation of fines depending on the level of speeding and to strengthen liability for systemic offenders

According to her, nothing will change for the majority of drivers, as the new rules are primarily aimed at those who regularly create danger for other road users. 

For instance, over the last 12 months, automatic recording cameras have identified nearly 2,900 drivers who exceeded the speed limit more than 50 times. More than 35,000 drivers were caught by cameras more than ten times a year. Nearly 12,500 — more than twenty times. I expect that the Ministry of Internal Affairs will discuss these proposals with People's Deputies in the near future

She added that the government is separately working on the development of the automatic violation recording system.

We plan to increase their number to over 410 complexes. Where control is in place, drivers adhere to the rules more often. We are also preparing legislative regulation for the use of electric scooters and other light personal transport. The number of road accidents involving them during the first five months of 2026 increased by 66.8%. People are being killed and injured, including children. The rules must be clear and understandable for all road users
