The Russian State Duma is preparing a draft law on automatic blocking of accounts and property of citizens abroad without a court decision. The goal is to intimidate the population and suppress disagreement with Kremlin policy.
The Russian State Duma is preparing to adopt a package of bills that will allow citizens abroad to be entered into a special register and automatically impose restrictions on their accounts, property, and access to state services. This is reported by the Foreign Intelligence Service, writes UNN.
The new register of such individuals will be maintained by the Russian Ministry of Justice, and materials for inclusion in it can be submitted by the Prosecutor General's Office, the FSB, the Ministry of Internal Affairs, and the Federal Bailiff Service. Once entered into the register, restrictions will be applied automatically, without a separate court decision
It is noted that during preparation for the second reading, the document was significantly expanded. Banks will be prohibited from providing relocants with access to mobile applications and internet banking, and their income and social benefits will be credited to special ruble accounts with limited disposal of funds. "Rosreestr" will return without consideration applications regarding real estate of such citizens, which will make its sale or re-registration impossible. The bans also apply to vehicle registration, driver's licenses, loans, and entrepreneur status.
Frozen funds will be allowed to be used to collect court costs and compensation, and a special commission under the President of Russia will be able to pay part of these assets to relatives who remain in the country without income. The state will actually gain the right to dispose of a citizen's property without their consent. Additionally, those entered into the register will have their access to state and consular services restricted, including passport replacement.
The purpose of these innovations is not to punish specific individuals, but to intimidate the entire population and suppress public disagreement with Kremlin policy. The new mechanism is also designed to increase the cost of emigration ahead of a possible new wave of mobilization in the fall of 2026
