The Verkhovna Rada adopted a law on the creation of the Ukrainian National Pantheon to honor prominent figures. The document provides for construction at state expense and a round-the-clock honor guard.

The Verkhovna Rada adopted as a basis and in whole the draft law providing for the creation of the Ukrainian National Pantheon to honor the most outstanding representatives of the Ukrainian nation in Kyiv, reports a UNN correspondent.

Draft law No. 15360 "On the Ukrainian National Pantheon," submitted by President of Ukraine Volodymyr Zelenskyy and designated as urgent, was supported in whole by 287 people's deputies.
Also, the people's deputies voted with 282 votes "For" for the urgent submission of the adopted law for signature to the Chairman of the Verkhovna Rada, Ruslan Stefanchuk.
According to the draft law, the creation of a nationwide memorial site of the Ukrainian people in Kyiv is envisaged to honor the most outstanding representatives of the Ukrainian nation.
The document states that "The Pantheon is a nationwide memorial site of the Ukrainian people, a place to honor the most outstanding representatives of the Ukrainian nation who have made an exceptional, historically significant contribution to the achievement and restoration of independence, to state-building and development of the Ukrainian state, protection of its sovereignty and territorial integrity, formation of the Ukrainian nation, army, culture, art, science, sports, establishment of the Ukrainian literary language, development of civil society or religion."
The customer for the construction of the Pantheon is determined to be the Cabinet of Ministers, and the development of the project is carried out exclusively on a competitive basis based on the results of an open international or open All-Ukrainian competition.
Construction, maintenance in proper condition, and protection of the Pantheon are carried out at the expense of the state budget.
The Cabinet of Ministers must also determine the legal entity that will manage the Pantheon, as well as establish samples and descriptions of special places of honor, grave structures, cenotaphs, and memorial plaques.
Persons honored in the Pantheon
The memory of the following may be honored in the Pantheon:
- persons who held the positions of heads of state or equivalent positions in Rus', the Kingdom of Rus', the Ukrainian Cossack state (Zaporozhian Host), the Ukrainian People's Republic, the West Ukrainian People's Republic, the Ukrainian State, Carpathian Ukraine;
- Presidents of Ukraine, except those who, in accordance with the Constitution of Ukraine, were removed from office through impeachment;
- persons who held the positions of commanders-in-chief (chief commanders) or equivalent positions in the armed forces (army) of the Ukrainian People's Republic, the Galician Army (Ukrainian Galician Army), the People's Defense Organization "Carpathian Sich," the Ukrainian Insurgent Army;
- commanders-in-chief of the Armed Forces of Ukraine during the War for the Independence of Ukraine;
- persons who have made an exceptional, historically significant contribution to the achievement and restoration of independence, to state-building and development of the Ukrainian state, protection of its sovereignty and territorial integrity, formation of the Ukrainian nation, army, culture, art, science, sports, establishment of the Ukrainian literary language, development of civil society or religion;
- laureates of the Nobel Prize in science or literature, world-class figures of science or culture who were citizens of Ukraine, or who were born or lived on the territory of Ukraine, or whose activities were connected with the territory of Ukraine.
At the same time, the memory of the following persons cannot be honored in the Pantheon:
- those against whom a conviction has been passed for committing a criminal offense against the foundations of national security of Ukraine and against peace, security of humanity and the international legal order;
- those subject to restrictions provided for by the laws of Ukraine "On Condemnation of the Communist and National Socialist (Nazi) Totalitarian Regimes in Ukraine and Prohibition of Propaganda of Their Symbols," "On Condemnation and Prohibition of Propaganda of Russian Imperial Policy in Ukraine and Decolonization of Toponymy," "On Prohibition of Propaganda of the Russian Nazi Totalitarian Regime, Armed Aggression of the Russian Federation as a Terrorist State against Ukraine, Symbols of the Russian Military Invasion of the Russian Nazi Totalitarian Regime in Ukraine."
The ashes may be honorably reburied in the Pantheon under the following conditions:
- the presence on the territory of Ukraine of a grave where a coffin with the body of the deceased or an urn with ashes is buried, in the event of a threat to the further preservation of the grave at the existing burial site, or if such a grave is in critical condition, or in the event of the need to honor the person at the highest level;
- the discovery on the territory of Ukraine or abroad of unburied remains (body, ashes) of a person outside recorded burial sites or honorable burial sites;
- the presence abroad of a grave where a coffin with the body of the deceased or an urn with ashes is buried;
- if the person died after this law came into force.
Such persons may be reburied if at least 20 years have passed since the date of death.
Making a decision on honoring the memory of a person in the Pantheon
For the purpose of preliminary consideration of a matter of national importance regarding the honorable reburial of the ashes of persons in the Pantheon, a permanent collegial advisory body is established, which includes, based on a competitive selection, representatives of:
- the Ukrainian Institute of National Memory;
- scientific institutions;
- specialists in the field of history;
- national memory;
- education;
- representatives of public organizations in the field of security, culture, art, science, sports, Ukrainian linguistics, development of civil society or religion.
The procedure for competitive selection and formation of the collegial advisory body is approved by the Cabinet of Ministers.
The collegial advisory body considers proposals for their compliance with the requirements of this law.
Organization of reburial in the Pantheon
Honorable reburial of ashes, as well as the installation of cenotaphs, grave structures and memorial plaques, and other forms of honoring the memory of persons, is carried out, as a rule, in the presence of the President of Ukraine, the Chairman of the Verkhovna Rada, the First Deputy and Deputy Chairman of the Rada, the Prime Minister, members of the Cabinet of Ministers, heads of central executive authorities.
Honorable reburial of ashes is carried out with military honors, and visiting the Pantheon is mandatory included in the State Protocol and Ceremonial of Ukraine.
Book of Memory of persons honored in the Pantheon
The legal entity managing the Pantheon ensures the creation and maintenance of the Book of Memory of persons honored in the Pantheon, which includes information about persons buried in the Pantheon, as well as their contribution to the achievement and restoration of independence, to state-building and nation-building, as well as the development of the Ukrainian state, protection of its sovereignty and territorial integrity.

Protection of the Pantheon
An honor guard will be established at the Pantheon around the clock. Liability will also be established for desecration of the Pantheon, graves (cenotaphs) or the body.
In the event of desecration of the Pantheon, graves (cenotaphs), grave structures or other objects of the Pantheon, compensation for material damage is made at the expense of the State Budget of Ukraine, with subsequent recovery from the guilty persons in accordance with the law.
