The Rada has passed a law to unblock the construction of the Museum of the Revolution of Dignity. The document lifts the seizure of the plot and cancels redundant permit procedures.

On Wednesday, April 29, the Verkhovna Rada of Ukraine passed bill No. 14166, which creates the conditions for unblocking the construction of the Museum of the Revolution of Dignity. The document was adopted in its entirety, UNN reports with reference to the parliament's website.

Details

278 People's Deputies voted in favor of the adoption of the relevant law. According to the explanatory note, the purpose of the draft law is to create the proper legal conditions for completing the construction of the National Memorial Complex of the Heavenly Hundred Heroes – Museum of the Revolution of Dignity.

This complex is planned as a central place to honor the memory of the participants of the Revolution of Dignity and as a symbol of the Ukrainian people's struggle for freedom, dignity, and European values

In addition, this document proposes mechanisms for lifting the seizure of the plot on Heavenly Hundred Heroes Street and canceling redundant licensing procedures that have stalled the project for years due to legal contradictions.

Context

In 2018, Ukraine held an international competition for the Memorial's designs. However, according to media reports, it was organized without a full package of baseline data. This created legal and technical contradictions.

Furthermore, other bureaucratic restrictions existed. These include the status of the protected zone, the seizure of the land plot, licensing conflicts, etc. The aforementioned restrictions de facto froze the construction of the memorial.

The seizure of the relevant land plot was imposed within the framework of criminal proceedings regarding the events of the Revolution of Dignity. According to Ukrainian media, this was done to preserve potential physical evidence and to prevent any work from being carried out until the completion of the relevant procedural actions.

To ensure the full-scale construction of the Museum, it is necessary to eliminate the aforementioned restrictions, Ukrainian media report.

In February 2026, the Verkhovna Rada of Ukraine adopted as a basis a bill that cancels a number of licensing procedures for the construction of the Museum of the Revolution of Dignity, which had been frozen at one time due to legal conflicts.
