Russian Foreign Minister Sergei Lavrov will lead the Russian delegation to the G20 summit in Brazil on November 18-19. Putin refused to participate because of the ICC arrest warrant.
Russian Foreign Minister Sergei Lavrov will replace Russian dictator Vladimir Putin at the G20 summit to be held in Rio de Janeiro. This was announced by Russian ambassador to the G20 Marat Berdyev, reports UNN citing Le Monde.
“... Sergei Lavrov will replace Russian dictator Vladimir Putin at the head of the Russian delegation to the G20 summit to be held in Rio de Janeiro, Brazil, on November 18 and 19,” Berdyev reported .

On Oct. 18, Putin said he would not return to Brazil to “disrupt” the G20 because he is under an International Criminal Court arrest warrant.
