Over 200 outdated regulatory norms abolished for business: what has changed

The Cabinet of Ministers has cancelled another 204 outdated regulatory norms in various fields, which will give an economic effect of more than UAH 600 million. There will be less bureaucracy for entrepreneurs.

The Cabinet of Ministers of Ukraine has approved six decisions that together abolish another 204 regulatory instruments in various fields. The economic effect of the adopted decisions is more than UAH 600 million. This was stated by Prime Minister Denys Shmyhal following a government meeting, UNN reports.

"At the start of our government's work, we identified deregulation as one of the key tasks in the field of economic policy. We are systematically moving towards the goal. In 2023, we created the Interdepartmental Working Group on Deregulation. Thanks to its activities, 138 regulatory instruments have already been cancelled to date. We are now taking a huge step forward. We are adopting six decisions that together abolish another 204 regulatory instruments in various areas," Shmyhal said in Telegram and listed:
- 150 regulatory instruments in the field of medicine and sanitary control are being removed;
- 15 instruments are being abolished in the areas of occupational safety, trade, construction and fire safety;
- 22 instruments related to law enforcement, environment, agriculture and other areas.
"We have abolished more than 200 outdated regulatory norms for business. There will be less bureaucracy for entrepreneurs," First Deputy Prime Minister and Minister of Economy Yulia Svyrydenko added in X.
According to her, until recently there were permits such as a sanitary passport for transport; a permit to enter health facilities; a conclusion on healing abilities; approval of breaks in the port in the open air during the cold season, etc. Today, we have removed permits, approvals, conclusions and other instruments that have long become obsolete, in particular, in the field of health care and sanitation; in the agricultural sector - unnecessary requirements for veterinary documentation; in the field of labor, construction, fire safety and foreign economic activity - a number of permitting procedures.
"In particular, now it will not be necessary to obtain approval for a project to re-profile an enterprise, obtain a sanitary passport for transport, obtain a conclusion on the possibility of building a health facility, etc. The economic effect of today's decisions will be more than UAH 600 million," Shmyhal said.
According to Shmyhal, the immediate plans include abolishing more than a hundred more regulatory instruments. Most of them are within the competence of the Ministry of Environmental Protection, the Ministry of Health and the Ministry of Economy.
"Relevant protocol instructions have been given to these and other government agencies," he said.
