The Ministry of Health of Ukraine expanded neonatal screening and launched the NHS-funded transplant program in 2023. More than 150 thousand examinations and a record 585 organ transplants were performed.

The Ministry of Health has published data on the main changes that took place in the field of medical services for Ukrainians in 2023. These include: expanding the list of available medicines under existing programs; increasing the number of neonatal screening centers; launching funding for organ and bone marrow transplantation by the NHS under the Medical Guarantee Program (MGP); increasing the number of outpatient clinics, etc.

The Ministry of Health spoke about the main changes in 2023, which relate to a number of important areas:

Children's health

The agency reports an increase in the number of expanded neonatal screening centers that diagnose newborns for more than 20 genetic diseases.

In 2023, more than 154 thousand studies were conducted in four centers.

Transplantation

The Ministry of Health's pilot project on organ transplantation, which has been in place since 2019, has proven its effectiveness, and now, starting in January 2024, organ and bone marrow transplants will be funded by the National Health Service of Ukraine (NHSU) under the Medical Guarantee Program (MGP).

The agency provided figures for comparison: 316 organ transplants were performed in 2021; 384 in 2022; and 585 in 2023.

Heart, lung, kidney, liver, and pancreas transplants are successfully performed in Ukraine. The number of bone marrow transplants has increased.

Provision of donor blood

For the first time, whole blood transfusion was introduced at the pre-hospital stage in accordance with NATO standards. Continuous supply of donated blood and its components to the frontline.

Re-formatting of the VLC and MSEC

An electronic queue for the MCC was introduced; the number of MCCs was doubled by involving civilian medical institutions. On-site MSECs for military personnel were introduced.

Rehabilitation priority

The Ministry of Health announces the opening of rehabilitation departments at capable multidisciplinary hospitals. It is noted that rehabilitation practices that meet international standards are funded by the state.

Also, thanks to the introduction of digitalization of the rehabilitation process, it is possible to both store patient data and transfer it between medical institutions. We are also planning to launch 6 centers of excellence based on the best rehabilitation departments.

Affordable medicines for Ukrainians

The Ministry of Health emphasizes that in 2023 the list of available medicines and medical devices under the reimbursement program was expanded by 30 items.

The supply of medicines procured centrally for budgetary funds was increased by more than 5 times.

Requirements for opening pharmacies in villages have been simplified.

UNN reported that the Ministry of Health's pilot transplantation project, which lasted three years, has ended. Doctors have successfully mastered new types of transplants and for the first time performed operations unique to the country: transplanted the pancreas, performed a split liver transplant (the donor organ was divided and transplanted to two recipients), and transplanted a patient's lungs without the help of foreign colleagues.
