The Verkhovna Rada Committee on National Security has drafted a bill to resolve a conflict regarding the mobilization of men aged 18-25. The draft law bans conscription of this category.

The Verkhovna Rada Committee on National Security, Defense and Intelligence has drafted a bill that should correct a legislative conflict when men aged 18 to 25 could be mobilized into the Armed Forces if they served in the military, graduated from a military department, or were recognized as having limited fitness in peacetime. This was stated by MP, secretary of the relevant committee Roman Kostenko in an interview with NV, reports UNN.

According to Kostenko, the Verkhovna Rada Committee on National Security, Defense and Intelligence has drafted a bill that would correct a legislative conflict when men aged 18 to 25 could be mobilized into the Armed Forces.

We are considering it on Monday. This draft law will contain the history of the prohibition of conscription of these people liable for military service. And the provision that if such people are sent to the front during this period, they will have the right to be dismissed. We are currently considering the following issue

He added that this is not a conflict, it was the same before.

"People had the status of persons liable for military service, they came and got a military ID. And if you are liable for military service, you are drafted during martial law. It was not a conflict, it was the norm even before the law on mobilization," Kostenko added.

The MP also assured that 19-year-old boys are not mobilized into the Armed Forces, only at their own request.

I think that there are no people of 19 years old (among the mobilized - ed.), because this story ended in 2022. No longer were such certificates issued, stating that a person was fit for limited service in wartime and unfit for service in peacetime. They were issued until 2022. What was the problem? We prohibit conscripts from the age of 18 to 25. A conscript is a person who has not served in the army, who does not have a military ID, who does not have a military department. And he is not drafted, only by his own will

Kostenko noted that, according to the current legislation, this category is liable for military service, so they were drafted.

"There is this category of people who received a military ID card at the age of 20, which is of limited use during martial law and unusable during peacetime, and they will not be drafted into the army. But when he receives a military ID card, he becomes liable for military service. And these categories have not changed in Ukraine. We had conscripts and conscripts. And after the law was passed, nothing changed: they were liable for military service, they continued to join the Armed Forces," the MP added.

On May 18, the law on enhanced mobilization came into force. The law, among other things, provides for a change in the draft age from 27 to 25 years, as well as specifies who has a deferral and the right to be booked, what changes are made to mobilization training, and what to expect.

After the law was passed, a conflict arose in which men between the ages of 18 and 25 could be mobilized.

Such men can be mobilized if they are willing:

  • served in military service in peacetime;
  • graduated from a higher military educational institution or military department and received a certain military accounting specialty;
  • recognized as partially fit, i.e., recognized by the military medical commission as unfit for military service in peacetime and fit in wartime.
