The FIS reported that the Moscow oil refinery, according to expert estimates, has been disabled for about six months. To compensate for the fuel shortage, the company "Uralneft" from Bashkortostan was obliged to supply gasoline, diesel, and aviation fuel to Moscow. According to intelligence, the fact of redirecting petroleum products to the capital was confirmed by the company's commercial director, Oleksiy Vasylenko.
At the same time, in Bashkortostan itself, the situation with fuel supply is worsening. As noted by the FIS, due to the shortage of petroleum products, the mini-network of gas stations "Pchela" in the south of the republic has already ceased operations, and other operators have introduced strict restrictions on fuel sales "per person."
In addition, the authorities of Bashkortostan are forced to seek additional funds to cover the budget deficit. To this end, the region sold 6.36% of shares in "Bashneft." According to the head of the republic, the proceeds are planned to be directed, in particular, to support participants in the war against Ukraine and their families. At the same time, even this deal covers only about two-thirds of the required amount.
The Foreign Intelligence Service emphasized that to ensure Moscow's supply, the regions are forced to sell off strategic assets and give away the last reserves of petroleum products, while they must solve their own problems independently using local resources.
