The International Register of Damage has been expanded: how businesses and the state can receive compensation

Representatives of Ukrainian business and the state can submit relevant claims to the International Register of Damage caused to Ukraine by Russian armed aggression. This was reported by UNN with reference to the Office of the President of Ukraine and Prime Minister Yuliia Svyrydenko.

Details

From now on, the International Register of Damage, established under the auspices of the Council of Europe, has been expanded to include five new categories:

  • For the state - damage or destruction of critical and non-critical infrastructure;
    • For business, regardless of ownership form - damage or destruction of infrastructure, as well as destruction or loss of assets.

      As noted by the Office of the President, in the categories concerning damage or destruction of critical and non-critical infrastructure, claims can be submitted for compensation for the value of destroyed or damaged property, as well as costs for repair or restoration.

      At the same time, the category regarding damage, destruction, or loss of assets covers not only the loss of assets but also the resulting loss of potential profit or the total loss of business

      Claims can be submitted via "Diia". Simultaneously, a "Digital Powers" tool will be launched for legal entities. As Yuliia Svyrydenko noted, in such cases, the head of the company can submit the claim personally or through an authorized representative.

      Additional Information

      The International Register of Damage was established in 2023, following the full-scale Russian invasion of Ukraine. It is simultaneously a digital platform that accepts claims from victims, an international organization, and a platform for intergovernmental cooperation operating within the institutional framework of the Council of Europe.

      As of 2026, the Register of Damage brings together 44 states and the European Union. In December 2025, the Convention on the Establishment of the International Compensation Commission was signed. It assesses the claims submitted to the Register of Damage and determines the amount of compensation.

      Currently, the register contains about 150,000 claims.

      As a reminder

      Individual entrepreneurs in Ukraine can submit a claim to the International Register of Damage caused by Russian aggression against Ukraine. This can be done under the new category "Loss of Private Entrepreneurship".
