The resolution states that the EU's enlargement policy "should remain an objective process based on rules and results".

The start of membership negotiations with Ukraine should be based on consensus among the EU member states... There are no conditions for this today,

The resolution says EU leaders should first conduct a thorough assessment of how Ukraine's possible membership would affect cohesion and agricultural policy within the bloc, in which poorer EU members, including Hungary, are among the main beneficiaries.
