Due to Western sanctions and the lack of European components, the russian company Izhmash-Unmanned Systems was unable to fulfill the state order for the production of the Granat-4 unmanned system.
Due to Western sanctions, russia's military cannot produce the planned number of drones because it lacks European spare parts. This was reported by UNN with reference to the Center for National Resistance.

In particular, the russian company Izhmash - Unmanned Systems did not fulfill the state order for the production of the Granat-4 complex due to the lack of European components.
The russian Ministry of Defense signed an agreement with the plant for the production of new systems in the summer of 2023, but in October, based on an independent opinion of the Udmurt Chamber of Commerce and Industry, the plant reported that it could not fulfill the order due to sanctions and the lack of components from the EU

The Garnet-4 unmanned aerial vehicle with a takeoff weight of up to 30 kg is designed to conduct aerial reconnaissance of the area, conduct radio reconnaissance to search for cellular communication stations, conduct patrol and observation flights, perform search and rescue operations, and more.
The drone's payload can include electro-optical and infrared cameras; the drone can also be equipped with aerial photography and electronic warfare (EW) equipment.
