Ukraine has defined requirements for creating protected spaces in educational institutions. This applies to schools where participants in the educational process are not provided with shelters and radiation shelters. This was reported by UNN with reference to of the Ministry of Education and Science of Ukraine.
Details
These are rooms on the basement, ground, and first floors where you can temporarily stay to protect yourself from hazards and weapons during an air raid.
It is noted that this procedure applies to those schools located in communities with a satisfactory or moderate level of risk and where participants in the educational process are not provided with shelters and radiation shelters.
The government emphasized that the use of such spaces is temporary, but they can provide children with the opportunity to study in person until radiation shelters or dual-purpose facilities are built for them.
The main requirements for such spaces include:
- location of the space in the main building of the educational institution or close to it (recommended up to 100 meters);
- Protective spaces must not be arranged next to tanks with hazardous chemical, flammable, combustible and explosive substances;
- water supply and sewerage lines and other main engineering communications (except for in-building engineering networks) do not pass through the protective space;
- spaces cannot be adversely affected by groundwater, surface water, process water, or wastewater;
- the premises have a flat floor suitable for installing benches and other places for sitting and lying down;
- The spaces are provided with power and artificial lighting;
- no flammable or chemically hazardous substances are stored on the premises;
- the premises are in satisfactory sanitary and fire safety condition (in accordance with fire and sanitary regulations);
- equipped with at least two emergency exits, one of which may be an emergency exit (if the capacity is less than 50 people and the distance from the farthest point of the premises to the exit is not more than 25 m, one emergency exit is allowed);
- adapted for free access of persons with disabilities and other low-mobility groups (for educational institutions where such children study).
Within one month from the date of entry into force of the resolution, the RMA and local governments must develop and approve an action plan for the arrangement of civil defense facilities for the period until the end of 2027 and ensure its implementation.
