Ukraine attracted $2 billion in budget support from partners in November

In November 2023, the state budget of Ukraine received about $2 billion in external financing. This is reported by the Ministry of Finance of Ukraine, UNN reports.
Details
Among the donors of Ukraine in November 2023:
- European Union - USD 1.6 billion;
- UK guarantee through the World Bank mechanism - USD 400 million;
- World Bank - USD 5 million.
The funds are provided on preferential terms and are directed to the financing of priority expenditures of the state budget, in particular, provision of social protection of the population, humanitarian needs, wages of workers in the education and health care sectors
The EU funds are the tenth tranche of a large-scale macro-financial assistance (MFA) for 2023. The total amount of funding under the program reaches €18 billion, of which Ukraine has already received €16.5 billion.
The loan has a maturity of 35 years, and the EU countries will compensate for interest and other debt service payments instead of Ukraine.

The UK guarantee is part of the fifth additional financing under the World Bank's Public Expenditure Support for Enhanced Accountability and Sustainable Governance in Ukraine (PEACE in Ukraine) project. The maturity is 19 years with a 5-year grace period. The total amount of financial assistance guaranteed by the UK this year reaches USD 1 billion.
Funding from the World Bank is a loan from the IBRD under the World Bank's Healthcare Enhancement and Life Saving (HEAL Ukraine) project. The joint project with the IBRD has already attracted about USD 50 million in 2023

In 11 months of 2023, the Ministry of Finance of Ukraine attracted about USD 37.4 billion in external financing for the urgent needs of the state budget.
The Ministry emphasizes that the Ministry of Finance, in cooperation with the World Bank, ensures transparency in attracting and using external financing.
