The Governor of the Krasnodar Krai, Kondratyev, claimed that drones carrying fuel oil were used to create the illusion of fires in Tuapse. The Russian official's interview was subsequently deleted.

The Governor of the Krasnodar Krai of the Russian Federation, Veniamin Kondratyev, stated in an interview with Russian media that the situation in Tuapse is "under full control," and the footage of the large-scale fire is a "psychological attack." This was reported by UNN.

According to the official, no "serious" strikes were recorded, while there are only isolated pockets of smoke and local burning.
At the same time, Kondratyev accused Ukraine of allegedly using "insidious innovative" tactics.
"We call it the 'oil drop effect.' ... We see a new insidious innovative tactic of the enemy - they attach fuel oil tanks to drones. Why? To create a bright flame and smoke when shot down. This is a pure psychological attack, working for the camera,"
Later, Kondratyev's interview was deleted.
Context
The day before, the Russian city of Tuapse came under attack. A local oil refinery and a marine terminal were hit. This was already the fourth attack on Tuapse in the last two weeks.
Russian dictator Vladimir Putin stated there is a threat of an "ecological catastrophe" due to the strikes on Tuapse.
