The Russian Ministry of Foreign Affairs has announced an intensification of work with "compatriots" abroad amid the hybrid confrontation with the West. Moscow claims to be expanding legal and organizational support for diasporas; however, analysts view these actions as part of the Kremlin's strategy to increase influence outside the country through Russian-speaking communities. This was reported by the Center for Countering Disinformation (CCD) of the NSDC, according to UNN.

Moscow reports that it will engage more actively with diasporas—legal consultations are already being provided, and work is underway to strengthen "cohesion." However, behind this "care" lies Moscow's purely self-serving interest.

The Kremlin perceives Russian-speaking communities around the world as a strategic tool of influence. The main goal is to form a loyal mass of people capable of influencing public opinion in their countries of residence and promoting narratives beneficial to Russia in the foreign media space,

In addition to informational influence, such communities serve as a convenient environment for conducting hybrid operations. Under the guise of "cultural consolidation," networks are being created that can be used by the Kremlin for destabilization, organizing protest actions, or even preparing sabotage.
