"Now I am trying to consolidate all the mayors, all the heads of communities in Odesa region, and there are 91 of them in the region. I am trying to communicate with everyone, I want us all to focus our efforts on work and helping our army... Odesa region is among the top 5 regions that have provided the most assistance to our army," he said.
The algorithm is simple, says the head of the Odesa regional administration: the military sends a request for needs to the command, and the command determines the priorities that the regional administration tries to meet.
At the same time, the regional administration coordinates control over local budget expenditures to ensure that funds are used rationally, Kiper emphasized.
"We have a group of specialists called Transparency and Involvement, which includes representatives of the Security Service of Ukraine, the Bureau of Economic Security, the Prosecutor's Office, the tax office, and NGOs. They monitor the activities of companies, including construction companies.
In addition, I set a task for my deputy to selectively take some elements from these construction sites and check the quality. I'm not an expert in determining, for example, the brand of cement used in construction. And different brands of cement have different prices. That is why I want independent structures to check the brand of cement and conduct expert studies," said the head of the Odesa regional administration.
