He noted that Moscow's capabilities in space are "outdated" and do not meet Western standards, and therefore "the development of nuclear weapons in space is a way for Russia to improve its capabilities".
"This is very alarming," Rutte said.
The Secretary General warned against violating the 1967 Outer Space Treaty, which provides for the peaceful use of outer space. The treaty has been ratified by most states, including Russia and the United States.
