Dealers orchestrated a 71 million UAH scheme involving counterfeit documents and expired rations for the AFU – Prosecutor General

In Ukraine, a 71 million UAH fraud scheme involving dry rations for the Armed Forces has been uncovered—dealers forged documents and fed soldiers expired food, Prosecutor General Ruslan Kravchenko reported on social media on Thursday, according to UNN.

They forged manufacturer quality declarations, combined high-quality products with expired or completely unfit-for-consumption items, packed everything into a single kit, and sent it to the military. Two entrepreneurs—suppliers of daily field food rations for the Armed Forces—established this scheme during the war. The director of one LLC, along with a deputy, ensured the delivery of low-quality dry rations worth 62.5 million UAH to the troops, while the head of another company supplied an additional 8.6 million UAH worth.

According to the Prosecutor General, the dealers managed to implement this "specifically due to the actions of the former acting director of the Department of State Procurement and Supply of Material Resources of the Ministry of Defense." "When concluding contracts with the businesses, the official 'forgot' to include a clause on mandatory product quality checks—so the low-quality products reached the military without hindrance," Kravchenko pointed out.

"On the front lines, this 'gastronomy' was not appreciated, and mass complaints began. Forensic commodity examinations confirmed: the food indeed did not meet quality and safety standards," the Prosecutor General noted.

The damages to the state, represented by the Ministry of Defense, amount to over 71 million UAH, according to the Prosecutor General.

"All participants have been served with notices of suspicion. The suppliers are charged with misappropriation of funds, official forgery, and placing dangerous products on the market. The former official is charged with negligent performance of military service, which caused grave consequences under martial law. Motions have been filed with the court to hold the company heads in custody with the alternative of bail in the amount of the damages caused," Kravchenko reported.

The investigation is ongoing. Other possible episodes and involved persons are being checked, the Prosecutor General added.

"Profiteering from military rations during wartime is immorality of the highest level. Especially when low-quality and dangerous products could directly threaten their health and combat readiness. Accountability will be inevitable. We continue our work," Kravchenko emphasized.
