Bill to criminalize smuggling passes committee

The Verkhovna Rada Committee has reconsidered its decision on the draft law on criminalization of smuggling of goods and excisable goods, as well as false declaration of goods (No. 5420).

The decision is reportedly to recommend that the draft law be adopted in the second reading and as a whole.
The issue was attended by Deputy Minister of Finance of Ukraine for European Integration Yuriy Draganchuk, who voiced the position of the Ministry of Finance and the Ministry of Justice, according to which it is proposed that the provisions of the draft law on criminalization of smuggling of excisable goods will enter into force in stages on January 1, 2024, and smuggling of all other goods on July 1, 2024.
"The Committee supported this proposal," the parliament said.

On the same day, the business called on MPs to finalize the draft law No. 5420 on the criminalization of smuggling.
In particular, the European Business Association noted that several aspects are the hottest for business: in particular, the threshold of liability for customs offenses - 147 thousand UAH of unpaid payments is unreasonably low (for comparison, liability for tax evasion occurs in case of non-payment of about UAH 3 million); the draft law provides for too wide a range of punishment (a relatively small fine of UAH 17 thousand or imprisonment for a long term of up to 11 years, which entails multiple corruption risks), etc.
