Ukraine is preparing a new law on housing policy, which guarantees housing to orphans and children deprived of parental care after they turn 18. The document provides for the provision of temporary or social housing until permanent housing is obtained and retains the right to preferential loans.

Since September 10, the eOselia program mechanism has been updated, which provides for compensation from the state for IDPs and residents of frontline regions. The state will subsidize 70% of the first installment and 70% of the interest rate in the first year, as well as a one-time bank commission of UAH 40,000.

In Ukraine, Bill No. 12377, which will replace the 1983 Housing Code, is being prepared for its second reading. It will introduce a new housing policy with three key directions: social housing, service housing, and housing for military personnel.

The bill on excise tax on sugary drinks could increase their price by 10-20%. The initiative aims to improve public health and generate additional budget revenue.

The Head of the Verkhovna Rada Committee, Olena Shuliak, stated that over 90% of housing is rented unofficially due to high taxes. Discussions are underway regarding changes to tax regulations to bring the market out of the shadows.

On July 17, a number of measures regarding reshuffles in the Cabinet of Ministers are planned in the Verkhovna Rada. The Verkhovna Rada Committee recommended adopting a bill on the status of "Founder of State Independence of Ukraine" for MPs who contributed to the establishment of independence. This status will be granted for life, can be posthumous, and provides for a number of privileges and honors.

Ukraine insists on the adoption of bill No. 5488 to counter intolerance, as well as bill No. 9103 on civil partnerships for LGBTQ+ military personnel.

A bill has been registered in the Verkhovna Rada that provides for a simplified procedure for appealing decisions on the recall of a local council deputy. The CEC will not be able to replace deputies until the court is over.

The war has exacerbated the need to adapt infrastructure for people with disabilities, the number of which is growing. Without control and investment, accessibility will remain on paper.
