Ukrainian wine will be brought into a single register - Ministry of Economy explained new rules according to EU standards

From 2026, European requirements for wine quality came into force, and a mandatory digital register of producers should appear. Businesses will have two years to adapt without penalties.

Ukraine wants to create a register of wine producers amid the launch of new industry rules from 2026 in accordance with EU requirements, the Ministry of Economy reported, writes UNN.

From January 1, 2026, a law came into force in Ukraine that effectively reboots the rules of the game in the industry: it harmonizes Ukrainian legislation with EU requirements and opens the way for Ukrainian wine to fully comply with European standards of quality, safety, and traceability.
This refers to comprehensive changes – from the classification of grape varieties and production requirements to product labeling, circulation, protection of geographical indications, and the introduction of modern environmental practices.
"Now there is an opportunity to form the unique face of Ukrainian winemaking, to offer our own unique products that do not repeat anyone either in names or in characteristics. Due to such uniqueness, this niche can and should be occupied by wines with geographical indications. At the same time, it is important to accustom Ukrainian consumers to choose Ukraine as the country of origin, and also to promote the national product abroad," emphasized Taras Vysotskyi, Deputy Minister of Economy, Environment, and Agriculture.
A two-year transition period is provided for adaptation to the new rules. During this time, fines and sanctions will not be applied – instead, businesses will be able to gradually rebuild processes and fully switch to the European market model.
As noted by Denys Bashlyk, Deputy Minister of Economy, Environment, and Agriculture, the new law lays the foundation for creating a unified accounting system – the Viticulture and Winemaking Register.
It will accumulate information about producers, vineyards, products, and declarations. The lack of reliable and consolidated data has so far been one of the main problems of the sector, so the introduction of the register should be a turning point, the Ministry of Economy noted.
"The Viticulture and Winemaking Register lays the foundation for creating a unified industry accounting system. Entering information into the system will become mandatory, will increase the efficiency of administration, and will also open up opportunities for targeted state and international support," Bashlyk noted.
According to him, the register will become part of a broader digital ecosystem in the agricultural sector and will integrate with other tools, including the State Agrarian Register. The system will operate according to EU standards and will become the basis for a transparent market, including traceability mechanisms and access to international financing.
