UAH 2.22 trillion for Ukraine's defense: what will be spent in 2025

The Verkhovna Rada has approved Ukraine's defense budget for 2025 in the amount of UAH 2.22 trillion. The Ministry of Defense will receive the most funds - UAH 1.57 trillion, the Ministry of Internal Affairs - UAH 438 billion, and the National Guard - UAH 161 billion.
According to the law “On the State Budget of Ukraine for 2025,” state budget revenues are envisaged at more than UAH 2.327 trillion, and expenditures are expected to reach UAH 3.929 trillion, including UAH 2.22 trillion for defense. UNN tells who will receive the most money in the new year and what is planned to be purchased with it.
In particular, the expenditures for the Ministry of Defense in 2025 are envisaged at UAH 1 trillion 568 billion 835 million 843.8 thousand, which is more than UAH 31.1 billion more than in 2024. Of these funds:
- over UAH 1 trillion 12 billion 345.4 million to support the activities of the Armed Forces, training of personnel and troops, medical care for personnel, military service veterans and their families, and war veterans;
- UAH 488 billion 421.5 million - for the development, purchase, modernization and repair of weapons, military equipment, facilities and equipment;
- UAH 102.2 million - for the construction (purchase) of housing for the Armed Forces of Ukraine;
- UAH 23 million 247.8 thousand - for the utilization of ammunition, liquid components of rocket fuel, weapons, military equipment and other military property, ensuring survivability and explosion and fire safety of arsenals, bases and warehouses of the Armed Forces of Ukraine.
It is planned to allocate UAH 67 billion 280 million to support the activities of the State Special Transport Service, which is subordinated to the Ministry of Defense, which is UAH 34.1 billion more than in 2024.
Also, the Ministry of Internal Affairs is expected to receive over UAH 438 billion 271.9 million this year (5.4 billion more than in 2024), of which:
- more than UAH 17.9 billion to support the activities of the Ministry of Internal Affairs bodies, institutions and establishments, and to train personnel at higher education institutions with specific training conditions;
- UAH 860.164 million - for the management and administration of the Ministry of Internal Affairs;
- over UAH 7.5 million for scientific, information and analytical support of measures to combat organized crime and corruption;
- more than UAH 3.1 billion to create a unified aviation security and civil defense system.
For 2025, the State Border Guard Service of Ukraine is allocated over UAH 98 billion 77.4 million, which is over UAH 5.7 billion less than last year. In particular:
- more than UAH 96 billion 199.5 million to ensure the fulfillment of tasks, functions and training of the State Border Guard Service;
- more than UAH 757.7 million - management and administration in the field of state border protection;
- UAH 200 million - for the construction (purchase) of housing for the State Border Guard Service of Ukraine;
- over UAH 704.9 million for intelligence activities in the field of state border protection;
- more than UAH 215.2 million for the implementation of the project for the purchase of unmanned aerial systems and state border monitoring equipment.
Also, the National Guard of Ukraine, which is subordinated to the Ministry of Internal Affairs, is provided with expenditures of more than UAH 161 billion 63.4 million (almost UAH 9.5 billion more than in 2024). These funds will be used for:
- over UAH 160 billion 662.4 million to ensure the fulfillment of tasks, functions and training of the NGU personnel;
- more than UAH 431.8 million for the construction (purchase) of housing for the NGU servicemen;
- more than UAH 969.1 million - leadership and management of the NGU.
This year, the Security Service of Ukraine is allocated funding of more than UAH 41 billion 683.5 million, which is more than UAH 1.4 billion more than in 2024:
- More than UAH 41.4 billion will be allocated to support measures in the field of state security and the activities of the SBU;
- UAH 181 million will be spent on the construction (purchase) of housing for SBU servicemen;
- UAH 30 million will be allocated to coordinate activities to prevent terrorist acts and combat terrorism in Ukraine.
This year, the Ministry of Strategic Industries is to be allocated almost UAH 15 billion more than in 2024. Thus, the Ministry's expenditures will amount to UAH 55.2 billion, of which more than UAH 54.5 billion will be allocated for the implementation of state targeted programs for reforming and developing the defense industry, developing, mastering and implementing new technologies, increasing existing production capacities for the manufacture of defense products, and UAH 500 million for providing state financial support to enterprises in the defense industry.
This year, the Defence Intelligence of Ukraine has been allocated more than UAH 25.1 billion, of which:
- almost UAH 25 billion for defense intelligence activities;
- UAH 150 million for the purchase of housing for the DIU military.
It should be noted that this year the DIU's budget was cut by almost 400 million hryvnias.
This year, the Foreign Intelligence Service will be allocated over UAH 6.4 billion (less by UAH 14.8 million), of which:
- more than 6.3 billion - to ensure intelligence activities in the field of state security, special protection of state missions abroad and activities of the SZR units;
- UAH 150 million - for the construction (purchase) of housing for the SZR employees.
