The Government has approved the Medical Guarantee Program for the next year. What will change for the transplantation system and how services will be paid for
Starting in January 2024, organ and bone marrow transplants will be funded by the National Health Service of Ukraine (NHSU) under the Medical Guarantees Program, the Ministry of Health of Ukraine reported on Monday, UNN writes.
The Ministry of Health calls this an important step for both the Ministry and the entire industry.
In recent years, despite the war, the transplantation industry has begun to show very positive dynamics. Kidneys, liver, heart, lungs, and pancreas are transplanted in Ukraine. In 12 months of 2023, 507 transplants were performed. This is more than last year. The pilot project launched by the Ministry was successful. During this time, we managed to establish processes and build the appropriate infrastructure. We have done a lot to make the industry stronger. It's time to move on. Starting from 2024, transplantation will be financed through the medical guarantee program. The tasks for the future are to increase the number of hospitals that diagnose brain death, develop the bone marrow donor base, and improve the work of transplant centers
The National Health Service has formed two separate packages for transplant centers: the first provides funding for organ transplants, and the second covers bone marrow transplants. As noted, the state will provide both laboratory and postoperative support for patients. Therefore, they will continue to receive the full scope of necessary assistance and interventions free of charge.
On the other hand, a simple, clear and transparent algorithm for the transition from the Ministry of Health pilot project to the NHSU Medical Guarantee Program is provided for medical institutions that perform transplants of anatomical materials. All service providers currently involved in the transplantation system will be contracted by the NHSU and will continue to operate sustainably next year.
Reportedly, all transplant operations will be paid for by the state. Regardless of their number. After all, compared to 2023, the government has increased the budget of the Medical Guarantee Program by 16 billion. In 2024, it will amount to almost 159 billion hryvnias.
At the same time, the tariffs for organ transplantation will not change. The following cost of services has been determined:
- Lung transplantation - about UAH 2.6 million,
- heart transplantation - more than UAH 2 million,
- liver transplantation - about 1.5 million hryvnias,
- kidney transplantation - about 800 thousand hryvnias,
- hematopoietic stem cell transplantation - up to UAH 2.5 million.
