
Servicemen will receive copyright royalties for technological developments

Servicemen will be able to receive fair remuneration for technological solutions for the army. The Ministry of Defense is initiating changes to protect the intellectual property rights of developments.
An initiative is launching in Ukraine that will provide servicemen with fair remuneration for created technological solutions and resolve the issue of protecting intellectual property rights. This is reported by the Ministry of Defense of Ukraine, writes UNN.
Servicemen who create technological solutions for the army will have the right to fair copyright remuneration, and the state will be able to scale up the created developments more effectively. Such changes are initiated by the Ministry of Defense under the leadership of Deputy Minister of Defense Valeriy Churkina together with the professional community
As reported, servicemen working in scientific institutions, specialized technological centers, and other units of the Defense Forces develop solutions every day that help in the fight against the enemy. However, the rights to these developments are still unprotected, which is a major problem compared to the civilian sphere.
To solve this problem, two draft laws No. 13110 and No. 13111 on amendments to the Civil Code of Ukraine and relevant laws have been registered in the Verkhovna Rada of Ukraine
In particular, they provide for the following distribution of intellectual property rights:
- personal non-property rights (authorship, preservation of the integrity of the work) will belong to the serviceman who is the author or inventor of such an object;
- property rights (use, licensing) will be acquired by the state represented by the Ministry of Defense (or another body where the person is serving).
According to the information, such changes to the legislation will ensure the payment of fair remuneration to servicemen for the objects of intellectual property rights created by them. In addition, obstacles to scaling up technological solutions will be removed thanks to the clear powers of the Ministry of Defense to issue licenses.
