During a meeting of the Russian Security Council, Putin stated that the strike on the "Air Navigation of Southern Russia" building could have "affected the safety of civilian vessels." He called the attack an "act of a terrorist nature."
"This, certainly, could have affected the safety of civilian aircraft. Fortunately, no tragic events occurred due to the highly professional work of our air traffic controllers,"
