The FSB is reportedly transferring control of certain industries to people from the Caucasus in exchange for a portion of the revenues they receive from their activities in the markets.

This mechanism allows enemy intelligence services not only to control the economic situation in the region, but also to collect information about local residents, persecuting those who show disloyalty to the occupiers. Criminal groups are able to control retail outlets, throwing out uncooperative entrepreneurs from the market and favoring loyal collaborators.
