Experts believe that such a partnership is developing. They believe that increased military support is quite realistic, and on this scale it can be provided by groups of troops rotating over time, rather than as part of a single deployment.
Bloomberg notes that Ukraine's ambassador to South Korea made a similar assessment earlier this month. Dmytro Ponomarenko tells Voice of America that Kyiv expects up to 15,000 North Korean troops deployed to fight in russia's Kursk region - and possibly in occupied areas of eastern Ukraine - to rotate every few months.
The newspaper writes that North Korea has already sent more than 10,000 troops to fight alongside putin's army in the kursk region of russia. In return, russia provides money and helps North Korea to build up its capabilities.
