The procedure for the passage and accounting of humanitarian aid has been changed in Ukraine. The innovations concern the procedure for correcting errors in declarations after customs clearance.

Government Resolution No. 321 of March 21, 2025, which amends the Procedure for the Passage and Accounting of Humanitarian Aid under Martial Law, in particular, paragraph 9 of this Procedure, and regulates the procedure for correcting errors in declarations on the list of goods recognized as humanitarian aid, after customs clearance, has entered into force
In particular, according to the information, the amendments concern only vehicles imported as humanitarian aid.
How to fix the error?
To make changes to the declaration, the recipient of humanitarian aid must:
- print out the completed declaration and cross out the incorrect symbols in column 12 (no more than two corrections, each must be certified by the signature of the recipient's manager);
- prepare an application for amendments and attach copies of the corrected declaration, the vehicle's technical passport and other supporting documents to it;
The application must be signed by the recipient's manager using a qualified or advanced electronic signature. The application and documents should be sent to the customs office that carried out the customs clearance of the vehicle
After receiving the corrected declaration, the recipient of humanitarian aid is obliged to notify the Ministry of Social Policy of the corrections made.
When is it impossible to fix the error?
Changes to the declaration cannot be made if:
a violation of customs rules regarding the declared vehicle has been detected;
there are no documents confirming the need for corrections;
none of the submitted documents implies that the information in the declaration needs to be corrected.
