A man with broken ribs and the father of a child with a disability were detained at the TCC – Lubinets

During an inspection of the Mykolaiv TCC, six men who were being held illegally were released. Among them are individuals with the right to a deferment, including a man with broken ribs and the father of a child with a disability.

Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, reported the detection of possible human rights violations during an inspection of the Mykolaiv Regional Military Commissariat and Social Support Center. As a result of the inspection, six men who, according to preliminary data, should not have been detained were released, reports UNN.

According to the Ombudsman, the inspection was launched after an appeal from the relatives of a man whose ribs were allegedly broken during mobilization measures. After that, the family did not know his whereabouts for almost 18 days.
During a visit by Ombudsman representatives to the assembly point of the Mykolaiv Regional Military Commissariat and Social Support Center, facts were discovered that, according to Lubinets, indicate systemic human rights violations.
Among those released were individuals with the right to a deferment
According to the Ombudsman, among those released was a man with broken ribs who is entitled to a deferment, as he independently cares for his 80-year-old mother.
Also among those detained was the father of a child with a disability.
Lubinets reported that during the detention of this man, a police officer allegedly kicked his son. After the incident, the condition of the boy, who has diabetes, worsened.
According to the Ombudsman, the Mykolaiv Regional Prosecutor's Office has already launched a pre-trial investigation under the article on abuse of office by police officers.

In addition, representatives of the Commissioner secured the release of four more men. Two of them have serious illnesses, one suffers from viral hepatitis, and another has knee problems.

As Lubinets noted, all those released were given the opportunity to apply for deferment documents or undergo additional medical examination.
At the initiative of the Ombudsman's representative, notifications were sent to the State Bureau of Investigation and the prosecutor's office regarding possible facts of abuse of office, illegal deprivation of liberty, and leaving a person in danger by police and Military Commissariat and Social Support Center employees.
