Who is destroying the economy: why businesses are running away from Hetmantsev's initiatives

Danylo Hetmantsev is introducing initiatives that harm Ukraine's economy and strengthen shadow schemes. Blocking tax invoices, the White Business Club, and the forced purchase of government bonds are causing outrage among businesses.
The policy of Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy, has long been at the center of public debate. Experts, entrepreneurs, and representatives of the business community accuse him of introducing initiatives that harm the country's economy, strengthen shadow schemes, and deepen the crisis of trust in the government, UNN writes.

One of the most controversial decisions that is associated with Getmantsev's activities is the systematic blocking of tax invoices. According to analysts, this practice is not only a corruption risk, but also a direct tool for destroying small and medium-sized businesses.
More than 70% of cases of blocking tax invoices are errors of the Tax Service. At the same time, business is idle, and officials receive an instrument of pressure on entrepreneurs.
"In total, in January-October , almost 2 million tax invoices/adjustment calculations (NN/RK) were blocked and the total amount of VAT blocked amounted to almost UAH 44 billion, while in the future payers proved (the STS Commission + courts) the right to register 1.4 million NN/RK for almost UAH 33 billion, that is, the error in the work of the SMKOR is more than 70%," said member of the Verkhovna Rada Committee on finance, tax and customs policy Nina Yuzhanina.
According to experts, blocking invoices creates chaos and uncertainty in the market, because companies cannot fulfill their obligations to partners. As a result, the number of closed Enterprises is growing, the tax contribution to the budget is reduced, and employees are losing their jobs.
As business ombudsman Roman Vashchuk noted, the problem for business is not even in the level of taxes, but in the style of administration. In addition, he added that the tax and customs authorities lose 90-94% of cases in the courts – either in the first instance or in an appeal to the Supreme Court.
According to MP Mykhailo Tsymbalyuk, blocking tax invoices has become a serious problem, which threatens the national security of Ukraine, as it stops the activities of enterprises and disrupts economic operations.
white Business Club: discrimination and corruption risks
Another initiative that caused a wave of indignation and concern was the launch of the so-called "white Business Club". At first glance, this should encourage transparency and equal conditions for all market participants, but in practice it creates inequality and privileges for selected companies. Moreover, even at the stage of adoption of the law by the parliament, experts warned that the document contains corruption risks and discriminatory norms.
"This is discrimination, this is discretion and this is a violation of the Constitution. According to the Constitution, everyone is equal before the law. This law creates conditions under which someone has preferences and a model that determines whether a company should get into the "White Business Club" or not - they determine better indicators for themselves there than the market average. But this is a market, this is a free economy - someone works better, someone works worse, and the idea itself is unconstitutional," said Anatoly Amelin, a member of the society's Council at the Aspen Institute Kyiv and director of economic programs at the Ukrainian Institute for the future.
The introduction of the" club " creates the ground for corruption schemes and increases distrust of regulatory authorities, which is especially dangerous in war conditions.
forced purchase of government bonds – pressure on citizens
Getmantsev's idea to introduce a mandatory deduction of 7% of the salary of Ukrainians for the purchase of domestic government loan bonds (government bonds) caused another wave of criticism not only among economists, but also among the population.
"Another idea of Getmantsev (a student of Vladimir Sivkovich) to force Ukrainians to buy government bonds for 7% of their income indicates that Danylo has either an acute mental disorder with an obsession to bite something off the income of Ukrainians, or a clear task from the center from the FSB and Co.to constantly confuse Ukrainians with new ideas, indirectly agitating economically active citizens to leave Ukraine," noted member of the Ukrainian society of financial analysts Vitaly Shapran.
Such an initiative, according to experts on economic issues, can hit the pockets of Ukrainians hard and reduce purchasing power. This, in turn, may have long-term consequences for the Ukrainian economy.
Despite loud statements about the fight against shadow workers, Getmantsev's actions, according to analysts, lead to the opposite effect – they force businesses to flee into the shadows. After all, instead of creating favorable conditions for the development of entrepreneurship and small businesses, we see an increase in tax pressure, non-transparent regulatory mechanisms and ignoring the problems of entrepreneurs. Such a policy creates serious risks for filling the state budget, especially in wartime conditions, when every Hryvnia is critically important.
Business representatives, as well as economists, openly say that Hetmantsev's policy destroys the country's economy. Therefore, the question arises, Why does the authorities ignore this cry for help and why does one politician with Russian ties undermine confidence in the state as a whole?
