The United States is ready to start bilateral talks with Russia and China on strategic arms control. This was stated by US Ambassador to the United Nations Linda Thomas-Greenfield on March 18, the official said that Washington is ready for talks immediately and without any preconditions, UNN reports, citing DW.

According to Thomas-Greenfield, the nuclear powers should prepare a moratorium on nuclear test rules.
Last year, Russia suspended its participation in the Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (START). In response, the U.S. government announced that it would cease to notify the Russian side of the status and location of missiles and launchers, and that these were "legitimate countermeasures in response to Russia's continued violations of the START Treaty.
Kremlin spokesman Dmitry Peskov said that Russia is supposedly ready for talks, but relations with the United States are "so bad and at such a low point" that it is "not necessary to talk about such actions yet.
