A representative of Russia's Investigative Committee said that Representative Serebryakov allegedly planned to travel from Turkey to Ukraine, a statement allegedly confirmed by the accused during interrogation. Representatives of the Russian law enforcement agencies "in the shortest possible time identified the attacker who carried out the car bombing in the north of Moscow". According to the Russian Federation, the perpetrator was Evgeny Nikolayevich Serebryakov, born in 1995, a native of Volgograd region; the Russian Ministry of Internal Affairs stated that he had flown to Turkey on the morning of July 24. The man was detained in Bodrum, Turkey, and taken to Russia.

FSB officers handed over the suspect to investigators of the Investigative Committee of the Russian Federation (ICR) for further investigative actions in the criminal case initiated under part 2 of article 105 (attempted murder) and part 1 of article 222.1 of the Criminal Code (illegal trafficking in explosive devices).

Svetlana Petrenko, an official representative of the Russian Investigative Committee, said that Serebryakov was "going to Ukraine" from Turkey, where he was allegedly "promised citizenship.
