"Republic of Positions": Shtilerman calls for cancellation of constitutional amendments by Kuchma and Medvedchuk

On Constitution Day, Denys Shtilerman called for amendments to the Basic Law, canceling the amendments by Kuchma and Medvedchuk. He believes this will restore the manageability of the executive branch.

Shtilerman stated that the amendments to the Constitution made by Leonid Kuchma and Viktor Medvedchuk in 2004 deprived Ukraine, in his words, of "legal governance" and led to the disintegration of the executive branch. In his opinion, as a result of these changes, a corrupt "republic of offices" was formed in the country, which "to this day guarantees the so-called 'elites' complete immunity and freedom of action."
According to his assessment, in the current system of coordinates, the President has powers only in the sphere of foreign policy and defense, while the Prime Minister acts only as a "ceremonial coordinator" without real coordination powers.
Shtilerman recalled that the 1996 Constitution assigned the President the role of coordinator of the executive branch with the right to issue decrees and appoint and dismiss ministers upon the submission of the Prime Minister, which corresponded to the model of a presidential republic. He noted that after the 2004 changes, Ukraine became, in his words, the only country in the world where a parliamentary majority is generally required to appoint or dismiss a minister, which turned the government into a "free confederation of ministers."
The Fire Point designer emphasized that preserving the system introduced by Medvedchuk is "deadly dangerous" for Ukrainian statehood, as it imposes responsibilities without providing the tools for their implementation.

To restore the powers of the President enshrined in the 1996 Constitution, in his opinion, it is necessary to pass a law by a majority of 226 votes that declares the law of February 21, 2014 invalid.
