More than UAH 290 million spent on 4 camps for holding Russian prisoners of war - audit

The Ministry of Justice has set up 4 camps to hold Russian prisoners of war, spending UAH 294.2 million. Prisoners receive proper conditions, medical care and other rights in accordance with the Geneva Convention.
During the full-scale war, the Ministry of Justice of Ukraine set up four camps to hold Russian prisoners of war, with 294.2 million hryvnias allocated for this purpose.

With the outbreak of a full-scale war, Ukraine has had to hold Russian prisoners of war, whose number is constantly growing.
The problem was that the country did not have a special infrastructure for this, so under time and financial constraints, the government organized a system of detention of prisoners of war under the Ministry of Justice.
In accordance with the Geneva Convention relative to the Treatment of Prisoners of War, Ukraine provides Russian prisoners of war with security, proper living conditions, medical care, the right to work, and other humanitarian rights. In particular, this is evidenced by the results of the compliance audit on “Implementation of measures for the detention of prisoners of war.”
For almost 3 years of full-scale war, the Ministry of Justice has created 4 camps for holding prisoners of war and additionally organized their accommodation, security and medical care in more than fifty stations created in penitentiary institutions. UAH 294.2 million was allocated for these purposes.
Charitable organizations and foreign partners, including the International Committee of the Red Cross, provided significant support to ensure proper conditions for prisoners.
The audit also found that the Ministry of Justice should address the issue of re-profiling institutions into camps in a more comprehensive manner, including a strategy for their use in the postwar period.
In addition, the Accounting Chamber provided recommendations to strengthen control and reporting by the Ministry of Justice to ensure separate accounting of the costs of detention of prisoners of war and transparency of the use of these funds.
We have provided recommendations to the monitored entities, the implementation of which will allow us to document Ukraine's expenses for the detention of prisoners of war, which will become part of financial claims against the aggressor state in the future. Our evidence in this regard must be strong and irrefutable

Since the beginning of 2024, Russians have shot 109 Ukrainian prisoners of war. In the previous years of the full-scale war, 177 such cases were recorded.
