Ministry of Justice to digitize archives of civil status acts taken from Donetsk and Luhansk regions

Ukraine has begun digitizing more than 3 million civil status documents from Donetsk and Luhansk oblasts to facilitate the provision of public services to citizens from these war-torn areas.

Ukraine has started scanning documents that were taken out of the war-torn regions. This was reported by the Ministry of Justice of Ukraine, UNN reports.

With the support of the United Nations Development Program (UNDP), the Ministry of Justice has begun digitizing the civil registry archives taken out of Donetsk and Luhansk regions. Over 3 million documents containing information on births, deaths, marriages or their dissolution, as well as name changes (surname, first name, patronymic) of citizens of these regions are to be scanned within six months.

The scanning of deeds taken out of Donetsk and Luhansk regions began in Dnipro in February 2024. Over 800,000 documents have been processed in a month and a half, including acts dating back to the 1940s. The scanned documents are being uploaded to the State Register of Civil Status Acts. The work is expected to be completed by August 2024.

Ukrainians who moved from Donetsk and Luhansk oblasts often faced bureaucratic obstacles in applying for public services, including because it was difficult to check and verify records. Digitization of data will help to facilitate and speed up the provision of services for these people

- said Deputy Minister of Justice Serhiy Orlov.

He noted that scanning will also help to facilitate the verification of information about recipients of public services, which in turn will help to improve the efficiency of their provision.

Based on the results of the pilot project to scan the acts of two regions, the issue of digitizing all paper civil status acts available in Ukraine will be considered.
