The statement of claim states that the city and The Prison, due to negligence, did not provide Weinstein with "timely and adequate" medical treatment and satisfaction of "the most necessary human needs", including clean clothing and "hygienic living conditions".
According to the document, Weinstein has chronic myeloid leukemia, diabetes, coronary heart disease, obstructive sleep apnea, obesity and high blood pressure. He was hospitalized in April and July, and underwent emergency heart surgery in September.
In a statement, Weinstein's lawyer compared Rikers prison to a gulag, where "prisoners are treated like animals.
