Luis Rubiales has already been forced to resign from his position, although he initially tried to stay on despite the global scandal over his kiss of striker Jenny Hermoso at the awards ceremony after the August 20 final in Australia.
Friday's decision by Spain's legal commission, which oversees sports in the country, came after world soccer's governing body FIFA had already suspended Rubiales for three years.
A Spanish judge is hearing a case in which Hermoso insists she was sexually assaulted by Rubiales for kissing him and then being forced to publicly support him.
He denies any wrongdoing.
