A couple and a teenager were injured in the explosion, which occurred around 9:00 p.m. local time in a residential building on a street near the border with France.
A source close to the investigation, who asked not to be named, told AFP that "one of the injured was Ukrainian oligarch Vadim Yermolayev".
Prince Albert II of Monaco called the incident a "horrible crime" and "a shock for the entire Monegasque community".
An aide to French Interior Minister Laurent Nuñez said police are working "to find the perpetrator who fled".

A couple aged between 50 and 60 sustained life-threatening injuries, while a 13-year-old teenager suffered less serious injuries in the explosion, said Monaco's Minister of State Christophe Mirmand, without disclosing their identities.
He said the teenager was "very likely a relative" of the couple.
An AFP photographer at the scene saw an increased police presence, the area was cordoned off, and a helicopter was circling overhead.
About 50 firefighters and 80 security personnel were deployed at the scene.
State Prosecutor Stéphane Thibault said the suspect left a bag or package in the building's lobby before leaving.
He added that there is currently nothing to indicate why the building might have been targeted.
The Monaco government said the "powerful explosion" was caused by a "parcel bomb".
"The suspect was seen on CCTV fleeing towards the municipality of Beausoleil in France," the statement on X said.
Mirmand said witnesses provided information to identify the suspect.
The explosive device likely contained bolts and shrapnel, Mirmand said.
Emergency services provided medical assistance to four other people for shock and cuts from windows shattered during the explosion, he said.
"As far as I know, this is the first time in history that such an act has occurred in the principality," he added.
Mirmand said at a press conference late Monday that intelligence services are working to understand the victims' past and "determine whether others may face specific threats".
He said the prosecutor will hold another press briefing on Tuesday.
