Veteran Volodymyr Boyko stated that the Public Control Council at NABU is a place for earning money, not for control. He cited examples of false information provided by candidates, including Shabunin and Sherembei.

"Activists" are trying to get into the Public Control Council at NABU solely for profit. They have no relation to civil society, just as the Bureau has no relation to fighting corruption. About this wrote veteran of the Russian-Ukrainian war, initiator of the "Stop-Parasite" project ("Grant Watch Ukraine") Volodymyr Boyko, reports UNN.
"The Public Control Council at NABU is just a place to earn a fresh penny, and people rush there only for that," he noted.
According to him, the Bureau has no relation to fighting corruption, the PCC at NABU does not exercise public control over its activities, and its members have no relation to civil society.
He cited the words of the former head of the Public Council on Lustration at the Ministry of Justice, Tetiana Kozachenko, that the Public Control Council at NABU is a pre-formed agreed-upon "get-together," and the election system has nothing to do with democracy, the rule of law, or public control.
"We are being 'fooled' in everything. The elections to the Public Control Council of NABU are a FICTION," writes Ms. Tetiana on her Facebook page. The reason for her angry philippic was the fact that 6 days before the elections to the Public Control Council at NABU, she published a list of 15 candidates for this Council. And it turned out that out of 44 applicants, the winners were exactly those 15 professional "public activists" whom Kozachenko had named in advance," Boyko quoted.
Overall, the veteran emphasized, over the 11 years of the PCC at NABU's existence, "activists" of three sorts have been there.
"Firstly, these are those who have already managed to latch onto the embezzlement of international aid, and membership in the PCC at NABU is needed by them for respectability when submitting applications for new grants. Shabunins-Sherembeis-Hrytsenkos – these are all examples of former members of the PCC at NABU of the first sort. But now they have focused their efforts on other areas of money-making, freeing up places for colleagues from the second and third groups," he noted.
The second variety of PCC at NABU members, according to Boyko, are "activists" from among the servants of those corrupt officials who have either already become "NABU clients." Today, this is the main contingent of activists in all sorts of "public councils," he stated.
The third variety of PCC at NABU members are neophytes who are only looking for a place in the sun and hope to get into the first or second group.
"As an example, one can recall the professional 'public activist' Roman Maselko, who 11 years ago became famous for a scandal in the Public Control Council at NABU, where he got in in 2015 along with the same professional moral authorities Vitaliy Shabunin, Dmytro Sherembey, and Oleksiy Hrytsenko," he stated.
Boyko recalled that the mentioned individuals, when running for the Public Control Council at NABU, submitted false information about themselves.
"In particular, Shabunin concealed a land plot in the Boryspil district in his declaration. Sherembey forgot to indicate in his autobiography his work history for almost 10 years, which he spent in correctional facilities, when he was convicted three times for apartment burglaries. And the son of the ever-unpromotable Colonel Hrytsenko concealed the fact that at that time he was a sitting deputy of the Kyiv City Council," Boyko concluded.
As reported, expert Vyacheslav Panasyuk drew attention to possible violations during the voting for the PCC. He emphasized that an analysis of the open voting protocol for the Public Control Council at NABU revealed massive repetition of identical ballots, an anomalous concentration of support for certain groups of candidates, a sharp surge in activity at the end of voting, and other statistical features that require an independent audit.
