The US, Ukraine and Russia have reached some agreements on a ceasefire in energy infrastructure and the Black Sea. Details are still unknown, and an assessment of the specifics of the agreements is complex.

U.S., Ukrainian, and Russian officials have reached some agreements on a temporary ceasefire on strikes against energy infrastructure and in the Black Sea. However, their details remain unclear, and assessing the specifics of ceasefire regimes in the absence of officially published joint texts of agreements signed by Russia and Ukraine remains difficult. This is stated in an analytical report by the Institute for the Study of War (ISW), reports UNN.

Details

It is noted that the White House released one report on the results of the U.S.-Russian talks in Saudi Arabia on March 24 and another on the U.S.-Ukrainian talks on March 25. Meanwhile, the Kremlin and Ukrainian Defense Minister Rustem Umerov made separate statements for Russia and Ukraine.

The American, Russian, and Ukrainian statements have some common features, but differ significantly from each other in other aspects. ... Zelensky said that Ukraine also provided the United States with a list of "strategic infrastructure facilities" that Ukraine would like to protect. under the terms of the ceasefire. This list is not explicitly mentioned in the US or Russia

- analysts point out.

At the same time, they recall that later the Kremlin published a list of Russian and Ukrainian facilities on which the Russian and American delegations allegedly agreed in the context of a temporary ceasefire.

It is unclear whether the Russian list of facilities is the same list of "strategic infrastructure facilities" that Zelensky mentioned

- the report says.

The authors also point out that, according to the Kremlin's statement, the temporary ceasefire is in effect for 30 days, starting on March 18, "that is, by default, the truce ends on April 17, 2025, unless Russia and Ukraine agree to extend it." In addition, the Kremlin said that Russia and Ukraine have the right to consider themselves free from the obligations under the agreement if one of the parties violates the agreement.

The mechanisms for monitoring and reviewing claims of violations remain unclear. In particular, the Kremlin's list includes only energy infrastructure facilities, and it remains unclear whether discussions are ongoing regarding Zelensky's list of other non-energy facilities that he wants to protect under the ceasefire regime, or whether the Kremlin has rejected Zelensky's proposal

- noted in ISW.

Analysts conclude that the statements of the Kremlin and Kyiv indicate that Russia and Ukraine "may not have yet agreed on whether the ceasefire came into effect on March 25 or not."

Let us remind you

On Tuesday, March 25, the teams of Ukraine and the United States of America held bilateral technical consultations in Riyadh. Ukrainian Defense Minister Rustem Umerov noted that the focus was on the security of energy and critical infrastructure and safe navigation in the Black Sea.
